City Council Decision on Homeless Grant Raises Transparency Concerns

As reported in an NBC Channel 5 news article on October 23, 2025, the homeless grant applicant Pathway to Stability appears to have not yet satisfied a critical requirement for their grant, a condition established by the City Council in September.

The official Request for Proposal (RFP) clearly outlines the necessary terms. On pages 5-6, under the heading D. Project Requirements, it states:

“Applicants that do not have possession and control of the location at the time of application must include signed documentation from the landowner that the property will be transferred, including the terms of such transfer and acknowledging that the documentation will be made public as provided in Section 3.C., or as required by law.”

Despite this specific, published requirement, the City Council voted to move forward with Pathway to Stability’s application.

The core of the issue is the City Council’s own compliance with the guidelines it created. This action legitimately prompts the following questions of public interest:

  • Did the City Council proceed with the applicant despite the documented failure to meet the stated property transfer requirement?
  • If so, on what grounds was this exception made, and was this justification made public?
  • Why would the City Council establish a detailed RFP if those guidelines would not be consistently applied to all applicants?
  • How does the action of approving an applicant that did not meet the published criteria affect the public’s trust in the credibility and transparency of the current City Council’s decision-making process?
