Grants Pass “Addressing Homelessness Grant” Process Raises Fairness Concerns

After reviewing the current Homelessness Grant concerns from various sources and the related process, I’ve put together a brief summary highlighting several areas of concern:

  • The City of Grants Pass reissued its Addressing Homelessness Grant on Sept. 5, 2025, including a rule (Section 9.F) prohibiting applicants from contacting the Mayor, City Council, or staff during the open application period.
  • All communication was to go only through City Recorder Karen Frerk; any outside contact could be considered “improper” and risk disqualification.
  • City Attorney review: Mayor Scherf reportedly acknowledged a brief conversation with applicant Jeromy Ford (Pathways to Stability) on Sept. 12 at a public event. The City Attorney determined this single exchange did not appear to violate the rule.
  • Additional records indicate Mr. Ford sent emails to the Mayor, Council, and staff on Sept. 16 and 19, referencing topics tied to the homelessness grant—still within the restricted period.
  • The City’s first RFP earlier this year faced similar issues involving unofficial communications and misleading partnership claims by another applicant.
  • With over $1 million in public funds involved, citizens expect a transparent and consistent process that treats all applicants equally.
  • The proposed location is next to Riverside Elementary School, Sequoia Village & Riverwood Apartments.
  • Upholding established rules strengthens public trust, credibility, and accountability in city grant decisions.
