John West’s Priorities and Tenure as Josephine County Commissioner

John West, a lifelong Josephine County resident, was elected county commissioner in 2022 and took office in 2023. With a background in forestry, land development, and business, he has emphasized fiscal restraint, smaller government, and more efficient county services.

Fiscal Discipline and Essential Services
West’s governing philosophy centers on controlling spending and concentrating county resources on essential functions. He has called for smaller, more efficient government and has made reducing spending and lowering property taxes prominent goals of his public advocacy.

His campaign website cites two years of passing and managing county budgets, experience he draws on in arguing for lower costs and a more focused approach to county government. In his own account, he also brings more than 20 years in land development, which he says gave him working knowledge of planning, building, and public works.

West identifies public safety as a priority, calling for adequate funding for the Sheriff’s Office and the county jail. His stated approach pairs support for those services with efforts to reduce costs through efficiency and careful budgeting.

Public Safety During His Tenure
A significant public safety development during West’s service was voter approval of Measure 17-115 in November 2023. The measure created the Josephine County Law Enforcement Service District, establishing dedicated property tax funding for patrol, dispatch, and evidence services outside Grants Pass, beginning in the 2024-25 fiscal year.

The measure was a joint effort. All three commissioners supported placing it on the ballot, and Sheriff Dave Daniel was its leading advocate. West was among the commissioners who backed it, saying at a July 2023 public hearing that the county needs organized law enforcement. For a county that had struggled for years to fund its Sheriff’s Office, the district provided a more dependable funding structure. West’s continued advocacy emphasizes properly funding law enforcement while looking for ways to make county government more economical.

Easier Access to County Government
West has advocated for a one-stop approach to county permits and services, with the goal of reducing the multiple trips residents may need to conduct county business. He has also identified public records reform as a priority. Both reflect his emphasis on making government more convenient and easier to navigate.

On major questions of government structure, West has supported direct voter participation. He has said that creating a county manager position should go before the public rather than be decided by commissioners alone.

County Resources and Veterans
West supports responsible timber harvesting on county-owned forest land as a way to help fund veterans’ programs. His proposal ties the productive management of county resources to support for local veterans, rather than relying on a new property tax increase.

Taken together, West’s budget experience, business background, and stated priorities form the foundation of his approach: focus government on essential responsibilities, examine costs carefully, and look for practical ways to support Josephine County residents.
